Seattle Updates Small Business Capital Access Program
The City of Seattle has announced major changes to its Small Business Capital Access Program, introducing a fixed 4% interest rate for local entrepreneurs seeking stability amid rising operational costs and the threat of predatory lending. The revamped initiative aims to provide accessible, affordable capital to small businesses across the city.
Announcing the New Loan Terms
This week, Mayor Katie Wilson, alongside the Seattle Office of Economic Development and nonprofit partner Grow America, revealed the enhanced terms of the program. Small business owners who qualify can now access up to $350,000 in financing, with a guaranteed 4% interest rate for the life of the loan. This funding is designed to cover a range of essential expenses, such as payroll, rent, utilities, and supplies, offering much-needed relief from fluctuating and often high credit costs.
Grow America and Local Lending Partners
Grow America, formerly known as the National Development Council, is a key player in this initiative. The national nonprofit collaborates with local governments and community lenders to deliver affordable financing, technical support, and investment to small businesses, particularly in underserved communities.
The updated program features six participating community lenders, including local credit unions and Community Development Financial Institutions (CDFIs). These lenders will handle loan administration and automatically process Capital Access Program applications for qualifying businesses. This streamlined process is intended to reduce paperwork and expedite access to funds.
Focus on Equity and Community Impact
City officials underscore that the improved program helps level the playing field for historically underserved business owners. Many such entrepreneurs are contending with inflation, rising rents, and ongoing supply-chain disruptions. The enhanced Capital Access Program is positioned as a tool to encourage a more resilient small business ecosystem throughout Seattle.
Since its 2021 launch, the Capital Access Program has provided nearly $7 million across 331 Seattle businesses and unlocked over $27.8 million in affordable financing, helping to keep commercial districts lively and storefronts operational.
Examples of Impact: Ooink and the Urban League
Recipients of the program include Capitol Hill’s noodle bar Ooink, which leveraged the program to cover operating costs and facilitate expansion into distributing packaged ramen nationwide. In the Central District, the Urban League of Metropolitan Seattle has taken a leading role as a technical assistance navigator, guiding BIPOC and historically underserved entrepreneurs through preparing financial documents and accessing financing from mission-based lenders like Craft3, Business Impact NW, and Community Capital Development.
Streamlined Access and Future Goals
With a simplified application process and new loan terms, Seattle’s small businesses may find it easier to obtain the support they need. The city and its partners express hope that these changes will foster sustainability and growth for existing businesses and new ventures alike.
